Pike gets crossing flags which soon disappear

Several intersections on Pike, west of Broadway, got these neon crossing flags. Within days, the flags were gone and the buckets were filled with trash.

Go figure
Clearly this could have been anticipated. Second, the sign doesn't mention anything about returning them to the bucket at the opposite side of the street, so what's a person to do? Third, an extra trash can never hurt anyone, now we just need to complain to the city, so that it gets emptied.

Cheaper option
Seems like you could make cheap versions of these flags for about 10 cents apiece.
