Places for people on street to get out of the cold

The city is opening two shelters to help with demand during the forecast weeklong cold snap. But they're both dowtown. Not sure what to tell somebody like the guy I ran into last night digging around for cardboard behind Cal Anderson who didn't want to leave Broadway.

Scary
to think about being stuck outside last night. I don't miss walking around New York in the winter and seeing the homeless dressed in garbage bags and sleeping on top of subway grates to keep warm. Lots of pain out there.
