RE: Property Information
I'm not sure where you are looking but Parcel Viewer and the related documents available online show that there are two parcels involved here (at the time of the sale).

Parcel 6852700325 (southern of the two parcels) was assessed at $648,000 at the time of purchase.
Parcel 6852700330 was assessed at $491,000.

Total asssessed value for the 2 parcels was $1,139,000.

These are 2008 assessed values. In 2010, the values have decreased to $530K and $401K, respectively.

So at the time of purchase, they were paying very close to assessed value for the 2 properties.

RE: Property Information
I can't access parcel viewer at the moment. But IIRC there are actually 2 parcels that total close to $1M so the sale price is closer to the assessed value than it may appear from viewing one parcel record.

Preventive measure?
Perhaps the owners are going through the landmark nomination process as a preemptive move (hoping that it will be rejected for landmark status or beat anyone to the punch who might attempt a save-the-building nomination later) similar to the Ballard Dennys back in 2008.

(Of course, the board later reversed their decision and the building was demolished.)

permits
Permits for that address indicate that they want to demo this building and then "Establish use as retail and residential apartments and construct new mixed use building."

(Looks like these plans have been in the works off/on for the past few years - including this land use notice w/attached decision from 2008, with the latest permitting process in progress between Oct-Dec 2009).

Maybe they are renting the space until the new project gets going?

I caught a glimpse of this accident at 6:45pm while driving (taking the turn from Boston to 10th going north). The accident was actually just south of E. Boston St (map shows it further south). All cars going up the hill had to take the left at Boston and wing it from there.

Accident looked like cars were sprawled all across the road (north facing car in the southbound lane against parked cars) and a lot of police, fire, etc.

It describes the right-of-way when it comes to drivers vs. pedestrians in unmarked intersections. And it basically says that if a ped hasn't stepped into the roadway / unmarked intersection then the driver is not required to stop (no specific law or code is cited).

'94 and fave Linda's memory
In 1994, I was a year out of college, living in Seattle, getting fired (1st and only time) from a crap job. My dog died, Dankens on the Ave closed (best ice cream place ever!), KXRX turned into a country station and Kurt died (I was so pissed at the photo of his body on the cover of the Seattle Times that Saturday morning but I still kept the paper all these years).

Favorite Linda's moment (I wasn't a regular but I went there several times in the 90s):
Me (sitting at the bar): So, do I get a discount since my name's Linda?
Bartender: Are you the Linda who owns the place?
Me: Uh, no.
Bartender: Sorry, no discounts.
Me (to my friend): Well, it didn't hurt to ask.

A moment later, the bartender puts a pint of beer in front of me and says something about a bad pour, no charge.

Other field
I think a lot of this complaining and criticism is unnecessary (for several reasons but most especially) when you consider that there was an Other field on the question. This gave anyone a free form option for sharing their housing "status."

I selected the other choice and wrote in my housing situation. And it didn't upset me in the least that I didn't fit into one of the set categories (I was also familiar w/the originating post on the subject). I know J isn't technically a sociologist (although he seems like many of us to enjoy observing and discussing human interaction and behavior) and I know that his questions were intended for some fact-finding combined with fun - kinda like CHS itself.
